What I can Do:

I progam extensively in one database/ cgi/webserver program - Filemaker Pro
With this application I could program a web based OP that would allow
creation of records by authorized individuals (those given a password). 
Enabling the work to be spread out and passed around.  
Also in the designing the data base I would include a creation date so
additions could be reviewed for accuracy, before being tagged for the
general public all access searches.  Monthly reports could be run
(automated)  and emailed to local heralds or whoever is keeps track of
awards for each crowns reign.  I'm not too sure how this works.
The data could then be exported periodically to a text format that could be
set on an ftp site for download and import into your database or spreadsheet
of choice.
This would be a web hosted searchable file that could also be updated on the
web.

What I can not do:

Filemaker 4.1 (5.0 web server unlimited will be much more expensive) is a
200 dollar program, with the data base, webserver and cgi built in.  I do
not have a full time tcpip connection with which to host such a web site on.
 It would mean finding a server whose owner is willing to run fm pro 4.

There are many other database progams that work with cgi's to allow posting
and editing online.   I only mention Filemaker because that is the
application I am familar with ( much knowledge about a very narrow subject).
