I think it's an issue of numbers as well as as mundane upbringing, and 
whether people are trained properly in the way people in the SCA should act.

Just to pull numbers out of the air for the sake of discussion (I make no 
pretense that they are accurate)

If we have a rate of "theif" to "not theif"  of 1 in 10, then when you hav 
ten people in any given group, then 1 of them is a thief.  By theif, I am 
referring only to people who have given into into the normal human 
temptations to do naughtiness.

Let's assume that only a tenth are even interested in being in the SCA.  So 
you have 1/10th of 1 person for every 10.  That means that if you have a 
local population of of 20 people, you are going to have .2 (that's point 
two) people.  At 200 you have 2.  At 2000, you have 20.

I'm not sure that we can point to one thing and just assume that this is the 
problem.  Ceratinly blaming the group as a whole for the failings of a 
minority is probably not the best thing.

Try to keep the numbers down by teaching the new people and children what is 
acceptable behavior, trust in Allah and tie up your camel...
