Not according to the online version of Kingdom Law. 
http://seneschal.ansteorra.org/forms/Jan2006_Ansteorra_Law2.pdf do a 
search for "shire" and it's the third entry. A search for 
"chronicler" indicates that baronies and above must have a 
chronicler, but not shires or cantons.
