I remember asking my grandmother about it once.  She told me that it was to keep the men from staring at ladies hair while in church and stay focused on the Priest message.  There are many older ladies that attend Catholic Church down here (Rio Grande Valley) that cover their hair while in church.

I can tell you coming from an OLD school Catholic back ground (3rd
generation american), we wore baboskas... it was a veil/scarf of sorts.

I know all of the pictures of my ancestors I have show all of the women of
married age with their hair covered. I know part of that was my ancestory as
well.
