Could a non-member come to Crown Tourney, pay $3 extra (current NMS

No.

Could the same man pay the $3 extra and act as steward of the event?

No.

Could the same man pay the $3 extra and be created a territorial baron?

No.

Could he pay the $3 extra and receive as of right from the kingdom
chronicler a copy of the newsletter?

No.

Could he pay the $3 extra at an event in Meridies and receive an award
from the Crown?

No.

Could he pay the $3 extra and count for the minimum population
required for the group?

No.

It's not a "Temporary Membership Fee" if it lacks all of the rights,
privileges, and attributes of membership.

[1] He has a laptop and printer, and right after winning the tourney
would he go to sca.org and spring for an on-line membership effective
immediately.  But I think there's a new policy that any competitor
must already have a membership paid up through the end of the
prospective reign, which would exclude this scenario.  The other
scenarios still stand, though.
