In this case, many months ago, they put out a first draft of proposed
wording for this change.  I replied to them at length about how
horribly badly that older version was worded: I don't recall, but
I think I stated that that first version was almost hopelessly
ambiguous and it would have been easy to "game that system".  At a
glance, the current, second proposed wording seems unambiguous and
straightforward, so I can concentrate on its desirability.
