[Ansteorra-archery] PVC bows at Gulf Wars XXIII

Greetings Ansteorra,

   During a meeting this weekend with TRHs Aaron and Nicollet, it was
decided not to allow PVC bows for any Combat Archery activities at the
upcoming Gulf Wars XXIII in 2014.  They will not be allowed on the combat
field, period.  If you have any questions please feel free to contact me.
