ARN - Stagnation?

There is currently one group in this region without a rapier marshal
or an application submitted.  Many of the practices are small, but
every group except for two is reporting regular practices.

The Canton of Rundel does not currently have a marshal, but could be
considered to fall under Lord Marchand's capable hands, as they are
under the protection of the Barony of Northkeep.

Numbers do not necessarily define the strength of a group.  When I was
Baronial Rapier Marshal in Namron, we had about four regular fighters,
but it was a strong practice.  At the same time Mooneschadowe
sometimes had twelve due to access to University equipment, but it was
really about the same - four regulars.
