CR - 1999 season IKAC and IKCAC rules

Greeting to all in the  Coastal region,

I just recently learned of the Coastal list.  Therefore I will offer to you
what I have to the other regions.

I have the new seasons rules for the InterKingdom Archery Competition and
the InterKingdom Combat Archery Competition.  They are lenghty and require 6
e-mails to get them out.  That's why I'm not just sending them out.  So, if
