Good Luck ....give it a go.  

But if it doesn't fly with Campus Activities, you've got a fall back ---
moderately high, but reasonable and achievable, requirements for the
interest group to become Twr Cath which can be stated in the Constitution
of the interest group.  Those requirements would keep a splinter faction
from just starting up Twr Cath on their own without support from
surrounding groups.  The higher requirements would also assure existence of
a campus group for several years (potentially). And the existence of Twr
Cath doesn't have to interfere with practices being held on campus; the
requirement of a student being present would still be there.  If anything,
the existence of Twr Cath would add legitimacy to your presence on campus.

Actually there are both restrooms and meeting rooms nearby --- which is one
reason why the location by the swimming pool was used.  The lower entry to
the Towers is open well into the night and there are restrooms right at the
top of the stairs.  The cafeteria serving the Towers is also located right
there -- so food and restrooms both are easily accessible [it's just not
obvious to passersby and non-dorm students].  There used to be a room in
the cafeteria that could be reserved for groups (for meet & eat meetings).
Oberholtzer Hall in the Quad Dormitories also has a couple of meeting rooms
available.  I'm not sure what all the requirements are for reserving those
rooms.  I do know that you'd have to have at least one student who actually
lives on campus reserve the rooms because of the connection with campus
housing.

Would this be lot 13?
Next to a wooded lot, long building on the other side of the long, narrow
parking lot?  The entrance has a light but the intersection is rather wierd?

If so, I can tell you about the building and the area.

In addition, I'm trying to make inquiry with UHPD about the usage of combat
archery.  I sent the issue to them via e-mail because I wanted to be able
to explain about our armor requirements and the construction of the arrows.
 I figure that they'll need to do some research and discussion on this one.
 I'll let you know what their response is when I get it.
