I would go with collecting money by donation or fundraising and then
constructing an open sided but roofed building on site with the owner's
permission. I would not pour a slab nor floor it in any way at all.

I've looked at a couple of on-line sites already and this one seemed pretty
user friendly with a planning guide to help plan out the size and
requirements of the building to a toll free number to call on quotes.
