Barony of Elfsea Populace
Meeting Minutes
September 28, 2015
Meeting (court) opened at 7:04pm.
HE Baron William welcomed Duke Lochlan and Baron Andrew of Namron, who is
stationed in this area for a few more weeks and has been attending Elfsea
fighter practices.

HE also mentioned several changes he and HE Cassandra have made:
Starting with the Elfsea Defender event. The baronial champions will
only receive the pass down regalia at the time of win (not the gift
basket).
Instead, they will be asked to provide a wish list of preferred items
and sizes, which the barony will coordinate and fill as available during
the course of their Defender title. At the end of their year, they will
return the pass down regalia and then receive their personalized gift
basket. This is currently done in other baronies and is very well
received. His Grace, Duke Lochlan has stated that he will donate to a
landsknecht to the first prize basket. It was also noted that this
change in prize approach and the need to increase largess was one reason
for a slight increase to B&B 2016 budget.

HE also reminded the Populace that in any event bids, the submitter will
be required to include an explanation of how their activities or a specific
activity will help bring a sense of community to the event (i.e., tavern,
hafla, etc.).

HE announced that a keystone meeting would be held soon, but not at an
event. There is time needed to obtain Kingdom approval and prepare nice
scrolls and other accoutrements, so the current practice of having a
Keystone meeting at an event where the Keystone is made will immediately be
discontinued.

War discussion: New War on the horizon, as there is discontent in the
central region of Ansteorra. The baronies of the Steppes and Bonwick both
covet Elfsea’s jewel The Canton of Dragonsfire Tor. HE does not have
many details yet, other than that the battle will take place on Labor Day,
2016. The Baroness of the Steppes is wagering to give up the Canton of
Glaslyn for a year, and the Baroness of Bonwick is wagering to give up Her
own Baron for a year.
Their Excellencies invited anyone attending their first event to come
forward. Two new people were welcomed.
Their Excellencies then distributed warrior beads to those who recently
represented Elfsea in a competition or by providing a service at a recent
event.
The Seneschal was invited to court to speak on barony business:
1.
Bids are now being accepted for Elfsea Defender 2016. They will be
accepted until noon on October 26, in order to be reviewed by the Finance
Committee and presented for vote on that day (or by a specified timeline).
The site does not have to be nailed down in the bid, but there needs to be
a line item for children’s’ activities and which activities will bring a
sense of community.

Officer reports were given, along with a reminder that all activities of
the Officer Meeting are annotated and distributed via baronial email list
and limited paper handouts at each moot.
1.
Hospitaler position still open for applications.
2.
Rapier Marshal's position is still open for applications, although
there are two in training to possibly fill the position as early as
mid-November.
3.
The Chronicler’s deadline for submission for articles or reports for
October Tidings is midnight, Wednesday, Sept. 30. Any populace
member may submit items as well (e.g. word fame, photos, articles)
4.
HE Sir Daire was asked to speak about the informal Sunday practices.
He stated that turn out has been low. He has decided to move the practice
to Midway Park on Main Street in Euless. This change begins
Sunday, October
4th at 2pm. This is an informal, private, open practice.
5.
Archery marshal, Master Caelin spoke on guild participation at Yule
and the Seneschal announced that plans are underway to start an archery
guild within the next few weeks, under the direction of Lord Marcus Atte
Bowe, who was recently certified as an archery marshal.
6.
MOAS HL Jeanne Marie gave an update on preparations for Tournament of
Champions on December 12 in Flower Mound. Preparations have focused on
personal garb for the procession. A weekend workshop is being planned,
tentative for October 17, towards this purpose. The populace is
invited to bring whatever they have (sewing machines, stencils, cloth,
etc.). If anyone wants to help her or her deputy Lady Liadan
coordinate/make with garb for our two champions, Sir Louis or
Duke Lochlan,
(or simply have questions)…let them know.
3.
Upcoming events:
1.
Herr Andreas talked about the Tournament of Defense which will take
place during Bryn Gwlad’s Siglo de Oro on Saturday, Oct. 31
(Austin). This
will be an excellent opportunity for rapiers to receive one-on-one
instruction from the White Scarves. All Elfsea rapierists are
encouraged to attend this excellent learning opportunity.
2.
Lady Silvana discussed the upcoming demo on Saturday, Oct. 24 from
Noon – 5:00 pm. It will be held at the Levitt Pavilion in Arlington. She
explained the entire grassy area will be considered “SCA land”
and the land
outside of SCA boundaries will be used by vendors and other
renaissance-themed groups, as designated by the City of Arlington. She
urged everyone to come out and display whatever they have, anything and
everything, but do let her know what you are going to bring. Tables and
chairs will be provided. Vendors are also permitted, and they
will not have
to pay a vendor fee.
Baroness Cassandra encouraged everyone to come out, regardless of interest
or specialty, if for no other reason than to keep an eye on wandering
children. Lady Silvana also mentioned that the folks at Levitt are very
interested in our group setting up a sample of a medieval encampment, and
to bring whatever you have to assist in that effort. She also reminded
everyone that stakes are NOT permitted; nothing can be staked down.
Don Alaric stated that he would like to set up a small version of his
weapons display; he can set it up in the morning but must leave afterwards
for a family obligation. He asked if someone is willing to watch it for him
during the day and pack it up afterwards. He will coordinate this with Lady
Silvana.

Elfsea budget for 2016 was presented by the Exchequer, Lady Eleanor of
Forth Castle. The proposed budget was reviewed by all. There was brief
discussion about some increases such as the need to increase B&B budget for
purchase of champion gift basket items, the start-up for Minister of
Children, and the possibility of granting more funds to the Rapier budget
for the Youth Program, throughout the year as the need arises. The 2016
budget was approved by a majority voice vote.
Their Excellencies closed court (and the meeting) by polling the populace
to find out which events they planned to attend in the near future; and by
thanking all of the officers for their attention to their duties. The
announced post-meeting restaurant was Cheddars.
