First off, I have seen several fleuri-counterfleuri (spelling
suspect) lines of division returned as post-period for the society.
If by this you mean a line of division which is shaped like
fleur-de-lys. If you mean something else, please specify for me
although others on the list may catch what you mean right off.

[Further commentary below is to be taken as though I am discussing a
device with a plain chevron line of division.]

I am assuming that the torc and the rose are of equal visual weight
(roughly the same size, etc.). I like it. The Pic-Dic specifies
that the "torque" is opening to base by SCA default. If you want it
opening upwards, then you will have to specify inverted.

The torque and the rose are the primary charges. I would see this
blazoned as: Per chevron vert and argent in pale a torque and a rose
within a bordure counterchanged. However, I seem to remember a
kingdom meeting where I thought the blazon would be as I described
and I was told that the following style blazon was actually more
correct: Per chevron vert and argent, a torque argent and a rose
vert within a bordure counterchanged. Would someone else on the list
lend their opinion as to which is more correct?

Unfortunately, I am going to bed right now so I cannot conflict check
yet. If I come home tomorrow instead of staying up all night at
work, and no one else has conflict checked, then I'll make a try for
you.
