I've used one for non-court occasions.  Calling populace to order,
etc.  As Chandra mentioned, they can get in the way when you have
scrolls to deal with.  On the other hand, similar to a wand or baton
of office, I have used a ceremonial hand carved wooden mace for a
couple of courts.
