I've heard of two models of peerage.

Sacerdotal: you are not a peer.  Then the Crown announces you and
gives you the insignia and *zap* you are transubstantiated into a
peer.

Recognition: the ceremony &c is the outward and visible sign of an
inward grace.

I'm of the recognition school, that someone can be a peer before
anyone hands them a dangly, and that it is possible that there are
people who have sat in circles for years and never will be a peer.
(C.f. the Church Militant, the Church Suffering, and the Church
Triumphant, versus the people who go to church.)

Personally, I think that's one of the best recommendations for
recognition.

Well, heralds are supposed to be concerned about titles and
precedence, and are supposed to be discreet counsellors, so it's
somewhat on topic.
