The group I got active in was a shire (Burch of Cynnabar at the time,
Ann Arbor, MI).  It had the most formal business meetings (Shire
Council), where approval of the previous meeting's minutes was at the
start.  Populace meetings were about as informal as I mentioned
before.  Cynnabar is in a college town; the old far^W^W long-time
members tended to go to business meeting and college students showed
up more to populace.

But your point is well-taken: each place has its own culture and ways
of doing things that you have to adapt to.
