[ANSTHRLD] Fwd: herald requirements

This was on the SCA Heralds' mailing list, in a discussion on
revamping the forms.  Just wanted to mention the Eastern notion, if
for no other reason than Inter-Kingdom Anthropology.

Is anyone else with me at all on the idea that much of this could be
and should be covered in consultation with the submitter BEFORE s/he
submits, and not try to cover all possible exceptions on the
submissions forms?

I'm beginning to think that the East's idea, where a warranted herald
must sign off on a submission before it can be processed by their
internal submissions herald, and then require all warranted heralds to
be subscribed to their kingdom heraldry mailing list and actively
encouraged to ask questions, isn't that bad of an idea after alll...
