[ANSTHRLD] a name question

OK...I am Wyllow  MacMuireadhaigh's local herald.  I am desperately trying
to help her with her name.  I understand that it has been ruled that Cornish
and Gaelic are not registrable.

What I need to know is if she uses MacMurray (Black's Surnames of Scotland
pg. 546) rather than  MacMuireadhaigh would that solve her problem?  The
documentation she provides calls Wyllow an Irish hermit.

So, my "client" is very confused about this ruling.  I can see her point and
I have no idea how to explain the ruling to her.  Can anyone help me out
here?
