I knew I forgot to respond to something.  My proposed rebalzon, however, was "Or, on a lozenge azure a fret Or, all within an orle azure."

Then the blazon's incorrect. If a primary charge X is charged with Y,
and Z is/are secondary on the field, "on an X [between/within] Z Y".
What you blazoned has the fret and the orle on the lozenge, which puts
a blue orle on a blue lozenge.

That one is indeed no conflict. (1) depends on RfS X.4.j.ii, knowing
that it qualifies under the limits there. Easier to note that the
tertiary groups differ both in type and number, so by RfS X.4.j.i,
that's a CD without reading up on the limits.

I didn't check for other conflicts, though.
