Normalizing blazons can be helpful, and we often do it.  In this case,
you could end up with a blazon that would appear to make the design
unregisterable -- or, worse, the reblazon would cause a bounce.
Example:
    Argent, on a lozenge throughout sable an owl Or charged with a
    pheon gules.
is four layers, which would be cause for return.  The identical
    Sable v{e^}tu argent, on an owl Or a pheon gules.
is not.
