According to ONE dictionary:
"regalia n 1: paraphernalia indicative of royalty (or other high office)
2: especially fine or decorative clothing [syn: array, finery, raiment]"

Etienne, I beg to differ about your assertion that all regalia is royal
-- at least until such time as you have a specific source to cite.
Preferably one covering more than a single culture / discrete
time&place.  Regal as root does certainly imply royal, BUT that does not
automatically extend to being immediately attendant upon the royal
person or closely-held estates.  A viceroy or a royal heir also
possesses regalia, yes?
 
In my experience, regalia may be specified, or if you prefer
"qualified", as royal, baronial, champion's, civic, Masonic, or the
like.   In SCA usage, baronial regalia even makes a particular sense in
the understanding that it derives from the hand and will of the royal
sovereign, whether bestowed as emblematic of ruling a territory OR given
to indicate an individual's rights and responsibilities within the royal
court as a recognition of past service.
 
Insignia may also be likewise differentiated (again, within my
experience and understanding of the terms involved *as they are used /
utilized*).

(Yes, yes, this may all be quibbling in the dark.  Remember somewhere
within that context that for most practical purposes Ansteorra has
practically nothing in the way of sumptuary law compared to other
jurisdictions...)
