HERB - herbal bug spray

Dear list,

I am having a problem with my herbal bug spray.  It is a recipe I have been 
using for several years with great success, however, it is just not working. 
  Some of the other people who are using it are having the same problem.  I 
did not mix up this batch.  I was sharing the ingredients with a couple of 
other people since it has to be made up every couple of weeks.  We bought 
all new bottles of essential oils, so I am pretty sure that they were not 
expired.  The spray recipe calls for one cup witch hazel, 1 cup distilled 
water, and 30 drops each of eucalyptus, pennyroyal, peppermint, citronella, 
and lavender.  Does anyone know what the problem might be?  Have the bugs 
just become stronger?
