Are you using solid oil or liquid oil?   That makes a difference.

My basic chapstick/solid lotion recipie is one part beeswax, one part solid
oil, (cocoa butter, shea butter, mango butter, etc) and one part liquid oil
(almond, hemp, olive, etc)
That works pretty well for me.   I'd think that an ointment would need less
wax and/or solid oils...
