I'm not sure about Texas but I know in Louisiana I grow Tarragon as a heat
tender annual.  Spring and Fall.  Sometimes it will make it through the
summer if I have it in a very shady place where it gets only very early or
very late sun. The humidity usually zaps it around the end of July,
beginning of August.

in pots here, but they have all just about bit the dust.  The ones I planted
in the garden aren't fairing too much better.  We had lots of rain for
several weeks, and then none at all...  Even with the rain, the heat still
took my French tarragon.
