More to the point, it's easier to move one meeting a month (Loch populace)
than it is to move two (Stargate populace & officer meetings), four (joint
fighter practice) or six (fighter practice and Stargate populace & officer
meetings).

But all of those are options, in theory. After all, the goal is to come up
with a minimally conflicted schedule for Loch populace, Stargate populace &
officers, and the joint fighter practices.

(In practice, other Stargate meetings are set on nights other than Monday. If
you start to move Stargate's populace & officer meetings, you'll end up
moving a lot of other meetings too. So moving Stargate's meetings would be
tough.)

If you leave Stargate meetings (1st & 3rd Monday) and the joint fighter
practice (every Tuesday) alone, then the 2nd and 4th Mondays are available
(although those are presently used by Gates Edge and Westgate, for this very
reason). Wednesdays are available, regardless. I believe that those are your
only realistic choices, for the reasons you named.
