Suggestions to get more people involved:
1.  Ask people personally.  This helps in two ways:  making sure they know
(hard to hear at pop, not everyone is on the list, etc) and letting someone
know that you think they would be good at it (doesn't naturally occur to
everyone).

2.  Never stop mentioning it "officially" - send an article to the Plume
every month including updates about the success of the program and what's
needed, always bring it up in populace, publically thank people who help and
publically introduce the newcomers.
