We did forgot to vote on this, you are right.
I am sorry that you feel that we do not always have the time to discuss items as deeply as we wish but we do have a time constraint.  We are very lucky that the Huntsville Fire Department allows us to use their premises until 9pm for our Populace.
This is why I have been trying very hard to get all the "official" stuff done by 8:30 so that the populace has a chance to interact one on one with their officers afterwards.
 It also allows people who cannot join in our usual post Populace dinner at a restaurant to socialize a bit.
