I have found the bulk herbs and spices at Whole Foods Market to be good. I
was even impressed with their ground ginger. While not the same as fresh
ginger, it actually tastes like ginger, unlike the powder i've bought in
tins at the supermarket.

I'm not sure if there's one in The City, as i live in the East Bay and shop
at the one in Berkeley. But i know there are several around the Bay Area.

Besides cooking herbs and spices, they also carry medicinals and others
useful for sachets and potpourris in bulk.

Berkeley also has a number of Indian and Middle Eastern markets if one
needs things not at Whole Foods...
