Not even close! Ras is _not_ a fortified whine! Forceful at times, yes,
but never with the fatuous quality of a fine whine.

A fortified wine is one which has been strengthened and preserved with
the addition of spirits, such as brandy. Fortified wines include modern
sherry, madeira (I think), port, marsala, etc.
