A librarian's stream of consciousness search...

surely....drat it, no ; Mrs. Beeton's 1st ed. facsimile..no <furrowing brow>
I know I've seen this...<trotting back to kitchen bookcase> German Pastry
Bakebook...pfui....<settling down in tailor's seat> Ah, perhaps the Royal
Cookbook, might it have been one of little Vickie's Faves... no.
<Bbbbrrrring:levitating 3 inches off floor...there goes the timer on the
sekanjabin experiment! Untangles self from large pile of books and adds
mint> How about Victorian Cakes, by King  mmmph, no.  everybody's got
pound cakes, everybody's got sponge cakes some have queen's cakes...
Blast it, I _know_ I've seen this, please Ghu, don't let it be at work.
O.K. this doesn't feel like a library memory. It's time to let the back of my
brain take over. <deep breath, disengage confused mind, stop focusing
eyes on titles...just let the body reach for it>  Carol Truax? the Ladies'
Home Journal Dessert Cookbook?  from 1964?  Naaah... <checking
index,all the same>  Bingo!  <shaking head in disbelief> pg. 10 & color
plate #35, no less.

VICTORIAN SPONGE

1 cup butter
1 tsp vanilla
1 cup sugar
2 cups flour
2 tsps baking powder
4 eggs
1/2 cup raspberry preserves
confectioner's sugar

Cream the butter and vanilla.  Gradually add the sugar and continue
creaming until very light and fluffy.  Sift the flour and baking powder together
Add alternately with the well-beaten eggs.  Spoon into 2 greased and floured
9 inch cake pans.  Bake in a 350 degree oven for 20 to 25 minutes.  Cool
for a few minutes in the pans, then remove to racks.  Just before serving,
spread one layer with raspberry preserves.  Top with second layer and
sprinkle with confectioners sugar. Serves 8-10

No frosting mentioned.

i don't know if this is what Brown's is serving, but it sounds pretty close.
