I would have thought that the reason it is better is more to do with how much actual chocolate they put in it, rather than the milk.

I know that this is a factor in European chocolate, which I have heard have laws regulating how much chocolate goes into their chocolate, where as there are no laws in the US, so the companies get away with putting less chocolate in thier candy.
