Sabban's commentary, unfortunately, is not very useful without Anderson's
article.  Sabban's article is a response to Anderson's translation of Ni
Tsan's "rules."  Fortunately, however, PPC does sell photocopies of
out-of-print articles.  PPC's website is
http://www.kal69.dial.pipex.com/ppc.htm, but you may have to e-mail them
directly to learn the price for reprints.
