That's exactly what that is. A sink with twin spigots.
But there do not appear to be valves on the spigots...
It looks like it is just a redirection of some flowing water
source to supply water to the kitchen for cooking.
Perhaps there is a cistern of some kind where water is
pumped just before use. the use of chain and spear pumps
to raise water is well documented. (See De re Metallica)
It makes sense, too. Who wants to fetch water from the well
every time you need to fill a damn pot. If they had any sense
they also had some kind of swing hook and chain to suspend a pot
under either spigot for filling.

I also notice a fairly modern looking mandoline slicer in the second to
last plate, to the
left of the peel and colander.

(I like the treadle powered waterstone in the scullery to keep the knives
"wicked sharp"!)
