No, he was Wallachian.  Romania did not exist until 1861, did not become
independent until 1878 and was only proclaimed a kingdom in 1881.

Transylvania and Wallachia were part of the area which came under Magyar
influence during the early Middle Ages.  Wallachia became an independent
principality late in the 13th Century.  Given the history of the region,
Vlad's family may have been of Magyar origin, a point which I have not
researched.

Bram Stoker was the one who claimed him for Transylvania.
