Probably someone went ballistic once....
I would say the most rational reason they (we) don't, is if there is
something wrong (wrong bag, water not hot enough) they haven't wasted a
bag and the whole set up. They can just replace the problem component
(fresh hot water, swap tea bags) with the least fuss. And some people
like to brew their tea in the pot/hoddle, and others prefer the cup.
