You are thinking of iodophor solution, which is available from any brewing
supply company.  It's iodine based.  It comes in a concentrated from that
you mix with water.  I believe the "correct" necessary amount is 12.5 ppm
and a minute of contact for sanitizing.  I usually just put in a squirt to
turn my solution amber and spray it on.  (I use spray bottles)  It's a "no
rinse" but if you have friends with iodine sensitivity, it's a good idea
to go ahead and rinse it out.
