Unfortunately, pricing isn't always nationwide.

I've tried them, but not only will our local place not guarantee that they
will order stuff in (unless you are an employee) but they are only
sometimes good on meat pricing. I've had better luck elsewhere (and better
service!) So it may depend. We have a couple of very large chains and if
you shop carefully in the winter months you can often get good buys... if
you have the freezer space.

It sounds like you are very lucky to have a good relationship with this
particular store.

Actually, around here, unless you're buying boneless breast (and that
regularly goes down to $1.99/lb or less on sale), it's easy to find
chicken at 99cents/lb for whole chicken or pieces or leg quarters, and 79
cents or 69 cents for other pieces.

Peas in particular are iffy if you are using fresh. Dried peas, obviously,
are cheap. Carrots, as you noted, are cheap-- turnips, cabbage, spinach,
parsnips, greens, etc are less expensive here even in the winter.
