I don't know this for a fact, but Pennsylvania may have some strict 
laws regarding how businesses operate.  If so, then given the choice of 
making sure the Pennsic merchants follow such laws or risk the 
authorities going over Pennsic with a fine tooth comb, I can pretty 
much guess which choice the Coopers would make.
