Usually such rules are created in response to someone doing something 
incredibly stupid.  The example you mentioned might have been the 
direct result of some yo-yo wearing a huge cavalier hat with plume 
while cooking over open flame.

I was rather surprised to see the ladies with bare midriffs cooking at 
the Chinese food place at Pennsic.  Seemed to me like trouble just 
waiting to happen.
