The text looks like someone trying to write a legal document.  Bureaucratic
regulations are written that way because they are administrative law and are
vetted by lawyers.  This document should be a set of instructions written in
simple English ("speak American, boy, American, so I can understand"), so
that it can be followed.

It would also be nice if they could explain their logic for some of the
convolutions.

I don't live in Atenveldt. If I did, I would find this extremely
off-putting. A good deal of this reaction is not the content but the
bureaucratic language, which suggests to me an attitude on the part
of the kingdom officials which I don't like dealing with when I have
to deal with the government and would not choose to deal with in my
free time.
