I've merchanted Pennsic, albeit quite a number of years back and not food
items.  I would think that it might be a better idea to have a fixed
location and try and run a "period ice concession" in connection with some
sort of society "fund raiser".   Alternatively considering both the low cost
of materials and low profit margin some merchant or group of merchants,
assuming they are not worried about drips on their wares, might be
interested in offering such for free or at a near break even point to draw
in customers.

Assuming the distance travelled to these events does not present a barrier I
would think this an excellent suggestion if only in that it avoids the
complication of conflicting with the Cooper's vested interests.
