I think there might be some objection to your proposal. This is a
relatively new work, and a good deal of hard work, time, money, and
interpretation went into the transcription and commentary.  One should
always ask permission first, and be prepared to take "no" for an answer. It
is also possible that someone is already working on an English translation,
but you won't know till you ask.
