Some kingdoms do not have watch lists - either formal or informal.  Some 
kingdoms do not have polling lists or a person in charge of a membership 
list for a specific order.  In some places al recommendations go only 
directly to the crown.  The interkingdom anthropology thing can be a 
bitch when a newcomer to a kingdom assumes the kingdom works the same 
way as one or more other kingdoms.
