That's brewing, not distilling, and requires no permit when done in

* According to ATF, that's 100 gallons per year for a household of one 
adult, 200 gallons per year for a household of two or more adults.  It 
would take a vat of sourdough the size of Alaska to produce that much 
alcohol.
