I live in North-East PA. Before I got the SUV, I was in the habit of
running out late at night before a snowstorm for what I considered
essentials (anything I can eat while sitting in bed, actually) on the
grounds that if I didn't have to go to work I had no intention of
braving the unplowed roads of Allentown. For some reason, you can
backtime when the snow stops based on the time you see the first plow--
minus 4 hours. Even the main streets aren't plowed on the weekends if it
snows. 

For someone who lived near Rochester for the first 12 years of her life,
the idea that you let 4 inches fall without doing anything about it,
stare at it for a couple of hours, and then make a few futile passes
followed by sending 4 plows out on one or two main roads... is way
beyond disturbing. I'd rather go back to Lancaster.
