The Ayyubid Sultanate controlled the area from Syria to Yemen and into
Egypt. I don't believe that it formally controlled east into Iraq.

The Seljuk Turks took control of Baghdad from the Persians in the 11th
Century subordinating the Caliphate but leaving it in place. The Seljuks
were assimilated by the local population. The Caliphate ended with the
Mongol invasion of 1258. Control of the region fell to the Tartars under
Tamerlane at the end of the 14th Century. By 1220, the rulers of Baghdad
were Seljuks in the same way the Normans were Norsemen, remotely.

Of course, someone with a better grasp of the region's history might provide
a better answer.
