I think that she must have changed her mind. She is listed as being there this year with her son, and I have read somewhere (cant remember where though...perhaps her website) that she will be doing a few book signings while she is here. 
 
I can imagine that it must take a large toll on her to come over. It is a long trip and probably quite stressfull. I do hope though, that if I am able to go to one in the future that she will still be attending. I love the way she tells a story. And if you ever do write to her again, let her know just how much she is appreciated!

One of my dearest friends is part of the team that has been running the 
Annie track at DragonCon for years; she's been trying to get me down there, 
too, but it conflicts with another standing commitment every Labor Day 
weekend.

My understanding is that Annie decided to attend no more US cons after her 
last WorldCon (Winnipeg 1994) due to age and increasing ill health. I 
haven't e-mailed her for a couple of years now, so I can't confirm that, but 
that was what she had told me eight or so years ago.
