The subject heading is Cookery Welsh. Library of Congress
lists 26 volumes under it. Most of these are traditional or ethnic
in nature. One exception is the volume that Bobby Freeman published.
First catch your peacock : her classic guide to Welsh food  was re-released
as Traditional food from Wales and is still in print.

Another is Food of the Bards by Enid Roberts.
Verse and recipes from the Welsh medieval feasts of the poets of the 
noblemen,
along with lots of historical information about cooking habits of the 
time. 21pp. Pub Image. $4.00
Lady Llanover did a cookbook back in the 19th century that gathered
up recipes and tradtional foodlore. She was one of those 19th century 
ladies that fell
in love with and promoted folk culture, including cookery, costume, 
dance, and music.
The First Principles of Good Cookery by Lady Llanover appeared in 1867 
and was reprinted in
1991.

lists a selection of these works.
There are also chapters on Welsh cookery in C. Anne Wilson's Traditional 
Country House Cooking
and in Colin Spencer's British Food.
This actually is one of these regions where the actual first printed 
cookbooks
reflecting Welsh cookery occur much later than 1600. Scotland and Ireland
also fall into this gap. In terms of actual cookbooks that would have 
been used
in the manor houses and castles of Wales in the 16th century, one will 
have to look
to the English volumes. There are some manuscripts but those for the 
most part
remain unpublished and unavailable.
The Florilegium lists that back in 1992 someone published in Y 
Camamseriad (A Journal of Welsh Research for the SCA)

  Volume 1 (1992) 162pp $13.50 an article titled 
      Medieval Welsh      Cookery, so you might look for that.
