[Sca-cooks] bidding for feasts

Very often in Namron, the feast steward and cook are not part of the event 
bid.  Feasts are often solicited seperately with prospective feast stewards 
submitting  menu plans and budgets.  If the autocrat or the Baron and 
Baroness have something special in mind, they often ask experienced feast 
cooks to submit bids, so that there will be entries which conform to the 
event requirements.
