I have wondered this, quietly, myself for many, many years.  Truth be told, I cannot imagine why
this stuff is called 'Chili Sauce', or what it's original intended use may have been.  It is
tangier than ketchup, and with a coarser texture, but it is just as sweet, and certainly contains
no chile flavor, aroma or heat.

As for any recipe including this stuff as an ingredient, I firmly believe that it had to have been
developed by the Marketing Department at Heinz in a failed attempt to cover up the fact that they
didn't know what they were doing when they made 'Chili Sauce'.

Sriracha, as you have mentioned, is a real CHili Sauce, and one of the better ones on the market. 
Perhaps the Heinz experiment was an attempt to re-create this style of chili sauce, but make it
more tolerable for the American palate?  If so, however, they failed quite miserably.
